Annual Fees

The HOA Annual Fee for each household within MSTA is $250. They are due by January 31, 2026.

Additionally, the Capital Reserve Fund is $103.20. Payment of annual fees are due 30 days after receipt of statement. Failure to pay annual fees due ($353.20) will result in legal action.

Metropolis Condominium Management, Inc.

On September 1, 2026, Metropolis Condominium Management, Inc. officially started as MSTA’s New community Management Company. We have been working hard to get them to this point, and we are proud of what we’ve accomplished so far. Metropolis will be doing a site visit on Thursday, September 3 to help them learn more about our community.

Be on the look out for their welcome email with the following subject line: “RFA 431102 – Welcome Newsletter – Merion Station Townhouse Association – Newsletter Enclosed! (685).” They included important details and instructions about the following:

While the MSTA Board is still available and working closely with Metropolis, we want to encourage every resident to get to know your Senior Community Counselor, Katie Huntzberry. She will be happy to assist you and answer questions.

Note, we are still in the process of ironing out old, new, and updated rules with the assistance of Metropolis. The rules we land on, and existing covenants will be enforced through our partnership. Everyone will be made of aware of how things will be done going forward.

Trash, Recycling, and Bulk Collections

Trash is collected once a week between the hours of 6 a.m. and 7 p.m. Pickup time may vary. Items must be placed out after 6 p.m. the day before collection or before 6 a.m. the day of collection.

The yard trim collection season runs from April through mid-January. Residents in our Feed the Green Bin collection area receive year-round collection of both yard trim and food scraps.

Bulk trash collection is for broken items. Collected materials will be sent to a landfill. For gently used or unwanted items, see our Bulk Collection Guide for local organizations that offer curbside pickup.

Parking

Each household is assigned two parking pads (The end Townhouses have three) (Update as of 8/1/26: Parking Assignments based on MSTA’s Final Development Plans and Striping date TBD). Generally, these spaces are located directly in front of a home. If you require additional spaces, please be courteous and mindful of your neighbors by parking in a location that is not labeled “MSTA reserved.” Note that commercial vehicles (e.g. those displaying logos or signs of a business nature) are not permitted to be parked in a space for greater than 6 hours. 

Maintenance of the parking pads (e.g. repaving, striping, etc.) is the responsibility of MSTA. Snow removal is the responsibility of the homeowner. The streets within MSTA (excluding the parking pads) are the responsibility of Howard County. 

Property Lines

Each homeowner’s property line extends to the curb where the parking pads begin. Sidewalks that are parallel to the parking pads are maintained by Howard County (Snow removal is the homeowner’s responsibility). Be aware that each homeowner’s property line extends several feet into the easement area behind their privacy fence.

Home Exterior Maintenance and Modifications

Homeowners are responsible for the maintenance of the exterior of their homes. Any substantive modifications (e.g. color changes, changes in style of windows, doors, patio additions, removal of shutters, etc.) must be approved by the Harper’s Choice Architectural Review Committee. Repainting of exterior surfaces with the same color does not require prior approval. 

Trees

The maintenance of trees located between the sidewalk and parking pads is the responsibility of MSTA. Any other trees located on a property is the responsibility of the homeowner. 

Encroaching Branches and Roots: Maryland follows a modified version of the “Massachusetts Rule.” Landowners have the right to trim branches and roots that encroach onto their property up to the property line, even if the tree trunk is entirely on their neighbor’s property. This is a self-help remedy, but it must be exercised reasonably and without causing undue harm to the tree.

Snow Removal

Removal of snow from the sidewalks and parking pads are the responsibilities of the homeowner. Howard County Code, Section 18.402(h)(1), the owner of property abutting a sidewalk in a public right of way is responsible for removing snow within 48 hours after the snow has fallen. This means all homeowners within Merion Station are responsible for ensuring their portions of the sidewalks are shoveled once the snow ends.
